How to become a Labour and Social Security Attorney
Handles labour insurance and social insurance paperwork on behalf of companies and other clients, and advises and guides them on managing employment.

- Preparing documents under labour and social insurance laws at an employer's request
- Submitting these documents to government offices on the client's behalf
- Representing clients in applications and in making claims and statements about related investigations and decisions
- Running payroll for clients' staff
- Assessing and improving methods for selecting, promoting, appraising and training staff
- Helping plan and develop the curriculum and materials for training programmes
- Helping draw up companies' business strategies and plans
- Answering questions about pensions
- Guiding and advising on workplace health and safety and staff health
- Guiding and advising on policies such as promotions and transfers and on how to run job training
- Advising and guiding on disability welfare
- Interviewing staff to gather information on jobs, the organisation and occupations
- Attending government inspections on behalf of or alongside the employer
- Helping companies move their systems online
- Planning and running advice sessions
- Analysing organisation, occupation and industry data and giving client companies information useful to their business
- Taking part in study groups with others in the profession
- Helping resolve individual employment disputes (specially certified attorneys only)

How to become one
To become a labour and social security attorney (sharoushi), you must pass the labour and social security attorney exam and then register on the roll kept by the Japan Federation of Labor and Social Security Attorney's Associations (this requires at least two years of practical experience or completing a designated administrative course). In 2016, rules took effect allowing a labour and social security attorney corporation to be set up with just one member. Before then, such corporations had to have at least two members. Many qualified attorneys set up their own practice, and after doing so it is important to keep training and studying on your own initiative, in a planned and ongoing way. The laws and rules on labour insurance, social insurance and HR procedures change often, so you must always keep up with new information and keep studying.
