How to become one
There are no essential requirements for this job. Studying civil or environmental engineering at university or similar makes the work easier, but the job is not directly linked to schooling, so your subject is rarely asked about when hiring. Mid-career hiring is also rarely limited to experienced people. You travel to sites in work vehicles, so a standard driving licence is often required when you join. You join a company that maintains sewers, a sewer facility operator or a local government's sewer department, and build basic knowledge and skills through training and on the job. At companies specialising in sewer maintenance, after induction training you usually join a team and work towards the qualifications needed for the job while gaining site experience. Once you can take part in specialist surveys, diagnosis and maintenance planning, you may become a team leader or manager. The main qualification for sewer pipe inspection is the sewer pipe management engineer certification scheme of the Japan Sewer Pipeline Maintenance Association, in which the sewer pipe management specialist engineer (survey) mainly covers inspection and survey work. Qualifications covering wider maintenance work are sewer pipe management chief engineer (inspection and diagnosis) and sewer pipe management general engineer (planning, survey and design). Companies also encourage staff to gain the civil engineering works management engineer qualification, used for repair work, and the heavy vehicle licence needed to drive special work vehicles. Inspection work must be done reliably and safely, so it is important to work carefully following set procedures and to have the attention and observation to notice small changes. Skills in handling cameras and other equipment and organising data are also needed. The work is done in teams, so communicating with those around you is important. Most work is outdoors and sometimes inside pipes, so a certain level of fitness is needed.
