How to become a Clearing and Forwarding Agent

Official title: Clearing and Forwarding Agents

Arranges and carries out customs clearance on behalf of clients.

Main tasks

• Complete import and export customs clearance
• Make sure import and export documents, insurance papers and related formalities are in order
• Sign for and issue bills of lading
• Check import and export documents to confirm what goods are being shipped, and assign the correct tariff classification and duty rate under the goods classification system

Ways in

• Technical college: Technical and vocational college programme. Universities of science and technology and junior colleges run departments in related fields: international trade, marketing and advertising (0414); transport services (1041). Departments in academic year 114 (2025-26): four-year technical bachelor's (四技) 14, two-year technical bachelor's (二技) 3, five-year junior college (五專) 3. Fields matched to the occupation by Peernovo.
• Licence (national exam): Regulated profession. To practise as a licensed customs broker you must pass the national Professional and Technical Examination (專門職業及技術人員考試) for 專責報關人員 and hold the certificate. Listed in the annex to article 2 of the Enforcement Rules of the Professional and Technical Examinations Act, item 20.
