How to become a Hello Work Employment Counsellor
Works at the counters of Hello Work (public employment service), matching job seekers with employers, advising on vocational training and handling unemployment insurance procedures.
How to become one
From those who pass the National Personnel Authority's general national public service exam (university graduate level) or the same exam (high school graduate level), staff are hired as Ministry of Health, Labour and Welfare administrative officers after office visits held by each of the 47 prefectural labour bureaus. Some are also hired through other selection processes. Administrative officers hired by prefectural labour bureaus follow one of two career paths: one centred on Hello Work and labour bureau work, and one centred on labour standards inspection offices and labour bureau work. Hello Work staff follow the first. No special knowledge is needed when hired, but employment security administration is closely tied to people's lives and attracts public attention, so it is good to take an interest in work and employment in everyday life. Depending on the department you are placed in, you can build knowledge and experience useful for gaining qualifications such as career consultant or certified social insurance and labour consultant.
