How to become a Social Education Officer
Plans and runs community education (adult and lifelong learning) for local areas and guides and advises the people who deliver it, in the offices of prefectural and municipal boards of education.

- Drawing up plans for local community education and planning and running courses held by the board of education
- Running community education facilities and guiding and advising community education staff
- Planning and advising at workshops and study groups on improving community education
- Designing curricula for community education courses and teaching them
- Investigating specialist issues in community education, identifying problems and reporting them at meetings
- Supporting and developing local community groups
- Coming up with projects and courses that meet residents' lifelong learning needs
- Planning and running community education projects for young people across the whole municipality
- Planning support for residents raising children

How to become one
To become a social education officer you need the qualification set out in the Social Education Act. Most people pass a local government exam or a teacher recruitment exam, work as a school teacher or board of education employee, and then gain the qualification by attending the social education officer course. Another route is to earn the required university credits to qualify as an assistant social education officer and then work for at least a year in community education roles in government or similar to gain the qualification. If you earned community education credits at university, they can sometimes replace subjects on the course. There is no age limit for gaining the qualification. Some local governments advertise openings as the need arises. Holding the qualification is a condition of being hired, but very few people are recruited. To be hired you are expected to have deep knowledge of and experience in lifelong learning and community education in general. Some local governments recruit qualified people as part-time staff. You often speak in front of people and coordinate between different parties, so communication skills are needed. You need a broad outlook and knowledge to respond to residents' wish to learn, and the curiosity to keep learning about new topics yourself. In recent years more residents are interested in lifelong learning, and a fair amount of information can be found online, so people with deeper expertise who can plan projects that meet real needs are in demand.
